Newsletter BORDERLINE SICILIA – October 2019
Poor reception, exploitation and no sign of discontinuity
The problems of hotspots and the mirage of redistributions
The endless massacres and the indifference of the institutions
POOR RECEPTION, EXPLOITATION AND NO SIGN OF DISCONTINUITY
No concrete act of discontinuity on the migration issue has been implemented by the current government.
The laws that converted the two security decrees remain in force and the agreement with Libya continues to be defended. And the news that a well-known Libyan human trafficker has been invited by the Italian authorities to discuss the “Mineo model” and migratory flows does not disrupt anyone.
In the meantime, the tenders for the assignment of the management of the CAS* present the usual critical points, exacerbated by the extreme reduction of the costs for the services.
And again, as every year, we must return to talk about exploitation for the harvesting of olives in Campobello, a story that has been going on for too long.

THE PROBLEMS OF HOTSPOTS AND THE MIRAGE OF REDISTRIBUTIONS
Redistribution agreements, unregulated procedures of which the modalities and timing are unknown, are in fact a further obstacle imposed by European policy on asylum seekers. Many of them wait for months, confined to hotspots, places where rights are systematically violated and where access to basic services is often lacking. In this sense, after the monitoring carried out at the Messina hotspot, ASGI*, Borderline Sicilia and ActionAid sent an open letter to the authorities requesting that the necessary measures should be taken to counter the critical points identified.

THE ENDLESS MASSACRES AND INDIFFERENCE OF THE INSTITUTIONS
Again, in this October we have seen the blacklist of deaths lengthening along the central Mediterranean route, the most dangerous in the world. Despite this, it is still chosen to ignore the fact that the only solution is to create legal and safe ways in order to reach Europe safely. And, this year, the hypocrisy of the footbridge of October 3rd weighs even more in the face of the absence of the institutions for the shipwreck that occurred just three days later.
